This webinar will go into detail on the UPCS property standard guidelines as well as the Real Estate Assessment Canter (REAC) inspection process. It will contain information on the latest rules and how they are interpreted during an inspection of the property. The UPCS guidelines are required for LIHTC properties so this course will go into detail so that you may remain in compliance.  There will be a number of actual photos of non- compliance items to give you a better understanding of the need for these minimum standards. Learn how to schedule, how to accompany the inspector while at your property and how to stop a REAC inspection in progress if need be.

NSPIRE has updated the REAC system. It has been over 20 years since there have been any substantial changes. NSPIRE is focusing on self inspections which will be conducted on an annual basis instead of every three years as with REAC. There has been a change in areas covered. It now has been combines to three areas instead of five.

This will be a real-world course. It is just not textbook answers but solutions and examples of what is “real world”. Instructor has much experience and will share through actual experiences to enhance learning.

You will come away with an understanding of the new rules of NSPIRE rules as well as the entire inspection process. This should be mandatory attendance for anyone involved in property management. This is an important inspection and you should learn what needs to be done in preparation for the inspection, what the rules are for correcting deficiencies and the time lines involved.

Webinar Objectives

The new rules for NSPIRE are set to go into effect October 1, 2024 so it behoves us to understand the new changes in the rules. NSPIRE will be more transparent and user friendly.  It will require properties to develop a yearly maintenance plan. HUD has developed an INSPIRE model to update the physical inspection process. These new regulations go into effect in October of 2023.

This model of the inspection was introduced by the HUD in response to concerns about the effectiveness of the REAC Inspections.

The goal of the NSPIRE is to modernize and improve the inspection process of HUD-assisted properties with a stronger emphasis on health, safety, and functional aspects.

 It is designed to be more resident-focused. It promotes transparency and collaboration among property owners, managers, and residents
